Private broadcasters need to organize broadcasting programs (TV or radio), a media regulatory approval.
This applies regardless of whether the programs are broadcasted via antenna, cable, satellite or internet.
Only radio station, which are broadcasted exclusively via internet (so-called web radios) can be organized license-free.
They are only subject to a duty of disclosure (§ 20 b RStV), however, the broadcasting regulations have to comply with the requirements.
